What can we do to improve our relations with our residents and avoid losing them?
Learn more about counseling, emergency rental, utility and relocation assistance, referrals and support groups.
Services at the Housing Crisis Center (HCC) began in 1978 as the Dallas Tenants’ Association. HCC has since grown to its current continuum of housing programs and services specifically designed to "prevent homelessness and to stabilize the elderly, the disabled, and families with children in decent, affordable, permanent housing, and to empower these groups to be able to solve future housing problems.
Education and Legal Services- Telephone counselors provide legal information and education to tenants. At landlord/tenant workshops tenants can learn more about Texas housing laws and meet with attorneys about specific concerns. Low-income clients who have defensible eviction cases can be represented in court or helped to mediate an agreement by an HCC attorney . There are no fees for these services.

Our special guest speaker was the Honorable Judge Al Cercone, Precinct 3-1 First elected in 1992, Judge Al Cercone presides over one of the busiest and most productive courts in Texas . Although his judicial duties include overseeing tens of thousands of civil and criminal cases annually, Judge Cercone, as a department head and concerned public servant, routinely reviews courthouse procedures and implements innovative and cost saving techniques and procedures that enhance efficiency and increase revenues countywide.

Mr. O'Quinn possesses an extensive working knowledge of multi-state property tax laws and appeal procedures. He has represented a diverse group of property owners and provided property tax representation throughout the United States.
Main Characteristics of Independent Rental Owners (IRO)
n They have their own money invested in the property.
n They have other, full-time jobs.
n They work alone, with no (or few) employees.
n Their subcontractors and vendors are very important to them.
n They may have several types of properties, sometimes spread out geographically.
n The time they can spend on their rental properties is limited.
n They have little time to spend on Association activities and training, so the training must provide direct and immediate value.
I.R.O.C. programs and seminars are conducted specifically for independent rental property owners with less than 100 units. Smaller properties generally require a unique property management style, as opposed to the management style used for properties of larger sizes that can afford full-time management. I.R.O.C. programs:
- Help owners become better informed and educated about superior ways of managing rental properties.
- Expand the network of independent owners to allow for greater communication and information flow.
- Expand among owners technical knowledge, as well as the price, availability, and quality of work of various products and services providers.
There are many areas available for volunteer members to participate including program planning, sponsorships, and program promotions.
